The modern Internet has a vast reach, and although DHW is a non-profit online organisation established in China, its members and Inf players are spread across the globe. This forms the basis for the default expectation that the DHW Forum (DHW BBS) and DHW Wiki would be accessible to visitors worldwide.
However, DHW also has an obligation to ensure its services comply with local laws and regulations. The UK's Online Safety Act requires any service that allows users to send messages and interact with one another—including forums—that ‘have links to the UK’ to comply with this legislation, or face penalties of up to £18 million.
According to data from the Cloudflare dashboard, less than 1% of traffic using DHW services originates from the UK. The risks associated with continuing to provide these services to individuals located in the UK far exceed what a small non-profit online community should reasonably be expected to bear. Therefore, the Commissioner of the Development Agency has determined that there are no viable alternatives other than directly blocking UK-based network traffic from accessing these two services regulated by the Act.
As a result, all attempts by visitors from the UK to access the DHW Forum and DHW Wiki will be redirected to this page to explain the situation.
